MUSCAT – The Projects, Tenders and Local Content Authority has reported that the total value of tenders issued in 2025 reached approximately RO 1.7 billion, reflecting strong momentum in infrastructure development and government investment.
The Authority said its activities during 2025 showed notable growth, in line with the objectives of Oman Vision 2040, particularly in enhancing the efficiency of public spending and directing financial resources towards high-impact development projects across various governorates.
Official statistics comparing 2024 and 2025 indicate a sharp increase in the overall value of issued tenders, despite a slight decline in their number. The value of tenders issued in 2025 stood at around RO 1.703 billion, compared with RO 811.3 million in 2024, representing an increase of more than RO 891.9 million. The number of tenders issued fell marginally to 98 tenders in 2025 from 100 tenders in 2024, a decrease of around two per cent. The Authority noted that this reflects a shift towards larger, more strategic projects with higher economic value.
With regard to awarded tenders, 95 projects were awarded in 2025 with a combined value of RO 535.65 million, compared to 103 tenders worth RO 786.6 million in 2024. This represents a decrease of eight awarded tenders and a reduction in value of more than RO 250.8 million year-on-year.
The data also showed a decline in change orders during 2025. The total cost of change orders amounted to RO 28.4 million across 48 orders, compared to RO 54.4 million for 54 orders in 2024. The Authority described this as a positive indicator of improved project scope control, reduced post-award changes and stronger adherence to approved plans, contributing to cost efficiency and better implementation.
Eng. Saeed Al Ameri, Director General of Tenders, said the projects, tenders and local content system experienced significant expansion during 2025. He noted that the total number of registered companies, including new registrations and renewals, reached 12,724, marking a growth rate of 202 per cent compared to 2024.
He highlighted the strong participation of small and medium-sized enterprises, which accounted for 58 per cent of newly registered companies in 2025, totalling 1,639 firms. This, he said, reflects the success of policies aimed at supporting SMEs and enabling them to benefit from government projects and integrate into supply and support chains.
He further stressed that the 2025 indicators underscore the growing role of the projects, tenders and local content system as a key driver of development and economic diversification. He added that the Authority will continue to enhance tendering and awarding mechanisms to improve project quality, maximise economic and social returns, strengthen governance and expand local content, while further empowering national companies and SMEs within the national economy.
