Muscat: A significant share of the allocation will support the Government Digital Transformation Programme, with investments spanning platforms, systems and national initiatives designed to simplify access to services and improve user experience.
Key projects include the second phase of the Unified Government Services Portal (gov.om), the Zero Visit Initiative for fully integrated digital services, Manjam Labs to streamline government digital innovation, and initiatives aimed at strengthening engagement with digital beneficiaries. Other components include the E-Participation Platform, National Integration Platform, the Government Digital Leadership Programme (Irtiqa), and shared national digital platforms, including the ongoing rollout of the Government Financial Management Information System “Maliyah.”
The programme also covers the implementation of the Unified Municipal System for electronic municipal services, the “Takamul” government projects, procurement and tenders management system, the Educational and Administrative Services System, continued development of the E-Learning System and Digital Repository, enhancement of the professional skills, HR and salaries system (Mawred), Phase I of the National Digital Health Strategy, the Digital Agriculture and E-Agricultural Census Project, and Phase II of the Urban and Spatial Data Platforms (Geo Oman).
To accelerate progress, the Council of Ministers has stressed the importance of sustained collaboration and clearly integrated roles across all government units. The objective is to establish gov.om as the single, central gateway for government services, while leveraging artificial intelligence to deliver innovative, user-centric digital solutions that meet public expectations.
The initiative is being implemented in cooperation with the Ministry of Transport, Communications and Information Technology and the Oman Vision 2040 Implementation Follow-up Unit, alongside other relevant authorities. The opening session of the project was held at the Oman Oil Institute at Sultan Qaboos University.
The programme targets more than 1,000 government services, with participants reviewing approved workflows, business cycles and employment-process procedures. It forms part of the executive plan of the Government Digital Transformation Programme (2021–2025), aimed at simplifying access to services and aligning public-sector delivery with the aspirations of citizens and residents.
